Journal of Speech and Perception: Human Machine and Cybernetics

Journal of Specch and Perception: Human Machine and cybernetics is an international, open access, peer-reviewed and copyedited periodical concerning all aspects of speech related research and technologies including speech production and perception by humans and machines, and the interaction of human and machine via speech. It strives to promote multidisciplinary fusion.

The Journal publishes a broad range of original articles including but not restricted to research articles, review papers, short papers, technical reports, and letters to editor. Other forms of outcomes from academic studies and industrial R&D, and novel formats of articles that can effectively share experience, knowledge, and know-how are equally welcome.

As one of the AT-Journals (ATJs), this Journal follows the OA regime in general, but adopts additional, enhanced and unique operational models to promote the AJTs’ ethos of academic rigour, professional practicality, rapid dissemination, “fairness for all” and value for money. Bridging or filling the gaps of existing periodicals, the journal strives to break the barriers among the disciplines and foster the fusion of all speech related fundamental research and engineering R&D for not only human produced speech but also machine synthesised speech and for not only human communication by also human and machine interaction. Another important mission of the journal is to enable the publication of good works (especially those from under-funded or unfunded scholarly activities and professional practices) that are otherwise left unpublished and undiscovered. The journal aims to provide an easy-to-access platform with effective workflows for authors, reviewers and editors, as well as a free-to-access, reliably archived and well-indexed knowledge base for the broadest range of readers.

Aims and Scope

Speech is a major means of everyday human communication. Production and perception are the two key aspects in speech communication. The advancement of computer science and ICT has enabled machine production and perception of speech. Human computer interaction (HCI) via speech, natural and synthesised, should further improve the usability of ICT and ultimately quality of life. Driven by all these, speech related research is carried out in various disciplines and diverse fields. The Journal of Specch and Perception: Human Machine and cybernetics is the probably the first international, open access peer-reviewed and copyedited journal of its kind in that it aims at a cross-fertilization among all aspects of speech related research and technological development including speech production and production by humans and machines, and interaction between human and machine via natural and synthesised speech. The scope also extends beyond verbal aspects of speech communication.

The journal publishes high quality articles based on merit, rigour and integrity. It adopts the open-access policy to promote accessibility and academic impact. The journal publishes two issues per annum, plus one guest-edited special issue where there is an interest. The journal welcomes submission of the following types:

Editorial Policies

Articles are submitted on the understanding that they have not been published elsewhere previously and that they are not being submitted simultaneously to another journal.

If the author uses material protected by copyright, it is the author’s responsibility to acquire any necessary permissions and they are personally responsible for the payment of any fee related to copyright that may be applicable. Authors are also responsible for obtaining any ethical clearance necessary for the publication of their article. Further details can be found in Author Guidelines.

Pre-print: The author needs to declare that a preprint is available during submission and must include a link to the location of the preprint. Should the submission be published, the author is expected to update the information associated with the preprint version to show that a final version has been published in the journal, including the DOI linking directly to the publication.

Correction & Retraction: In accordance with guidelines from the Committee on Publication Ethics (where applicable), the publisher handles different kinds of error. All articles have their proofs checked prior to publication by the author and the editor, which should ensure that content errors are not present. Post-publication changes to the publication are only permitted in exceptional circumstances. If an error is discovered in a published article then the publisher will assess whether a Correction Paper or Retraction is required.

Appeals & Complaints: Should an individual wish to submit an appeal, complaint or raise an issue of potential misconduct regarding the journal or its content, they should contact the Editor-in-Chief (EiC) and/or the publisher to explain their concerns. The EiC and/or publisher will assess the nature of the complaint and/or appeal following the Guidelines of the Committee on Publication Ethics (COPE)

Ethics and Consent: The journal follows the Committee on Publication Ethics (COPE) Best Practice Guide.

Submission & Peer Review

All the manuscripts are submitted online. All the users need to register an account and follow the procedures accordingly. Read the Author Guidelines carefully and choose the right category for submission.

When submissions are received, the Associate Editor will act as a handling editor to review the articles to assess whether they fit the scope of the journal and make a decision to reject or allocate for reviewing.

Then submissions will be double-blind reviewed by two reviewers within four to six weeks following the Reviewer Guidelines.

Once the revisions are complete and checked by the Associate Editor, the revised manuscripts will be passed on to the Editor-in-Chief for the final decision.

The accepted articles will be style edited and proof edited for publication on a rolling basis with DOI and Issue number.

All articles published in the journal are peer reviewed and assessed by our independent editorial boards, and the publisher is not involved in decisions to accept manuscripts.

Guidelines for Reviewing

In order to maintain quality, we place emphasis on the Originality, Significance and Rigour of the submission. Originality is understood in terms of the innovative character of the study: whether it engages with new and/or complex problems; develops innovative research methods, methodologies and analytical techniques; provides new empirical material; and/or advance theory or the analysis of doctrine, policy or practice. Significance is assessed in terms of the submission’s contribution to adding new knowledge to the field in theory or practice and may be theoretical, methodological and/or applicable. Rigour refers to the methodological design, and robustness and appropriateness of the concepts, analyses, theories and methodologies deployed within the submission. Account should be taken of such qualities as the integrity, coherence and consistency of arguments and analysis, and the due consideration of ethical issues if any.

The articles to be accepted for publishing need to be those adding new knowledge or developing concepts, techniques or outcomes, demonstrating rigorous research design and techniques of investigation and analysis, and written with sound logic and clear presentation.

Indexing and Archiving

All published articles will be allocated their DOIs and indexed with DOAJ (Directory of Open Access Journals), Google Scholar, and etc. They will be digitally preserved via CLOCKSS.

Open Access and Licence

The journal offers free access to readers. In this way, the most up-to-date research, publications in the field, scholarly work, teaching materials, latest industry practices and technology development can be disseminated among the readers in the first instance without the traditional barriers of subscription and membership.

Article Processing Charge (APC)

In order to provide free access to readers, it is a common practice for open access journals to charge Article Processing Charge (APC) to cover the costs of copyediting, typesetting, indexing & archiving, and journal management. This journal is no exception. 

The journal provides waivers and discounts to authors from low- and middle-income countries, based on the Research4Life country list. Authors from these countries will have APC costs waived (for Group A countries) or reduced by 50% (for Group B countries).
